Rationale

There has been a shift to the use of academic standards in American public schools over the past decade, and particularly the past five years. AERO provides a resource to American schools overseas to move to a standards-based instructional program similar to that offered currently in American stateside schools. It also provides a framework for curriculum consistency in overseas schools with high teacher turnover.

Work Process

Over the course of three years, teacher teams at each participating school, under the leadership of an administrator who attended the AERO meetings, reviewed the SEE standards to assess what was appropriate for students in their overseas schools, what should be made more challenging, and what should be omitted. Schools' comments were forwarded to CBE; CBE created draft AERO standards reflecting the collaborative effort of the schools. Drafts of the standards were reviewed by the AERO team during special NESA pre-conference meetings and then returned to the school-based teams for further review by teachers. Each standards document went through at least two draft and review cycles. Communication in between the project meetings took place primarily via listserv and a website hosted by the University of Maryland. The CBE project manager, Stephanie Soper, also visited the pilot schools to work with the curriculum teams directly.
